Making the regional link to GMES services- the DORIS_Net project
DORIS_Net (Downstream Observatory organised by Regions active in Space - Network) is a Coordinated and Support Action (Coordination) funded within the EU's Seventh Research Framework Programme 3rd Space Call, SPA.2010.1.1-07, “Fostering downstream activities and links with regions”.
The project started on 01.02.2011, with a duration of 24 months and is coordinated by CEON.
In 2005, the EU made the strategic choice of developing a space-based programme, called Global Monitoring for Environment and Security (GMES). GMES is an independent Earth monitoring initiative led by the European Union and carried out in partnership with the Member States and the European Space Agency (ESA). Its primary objective is to provide information services which give access to accurate data and information in the field of the environment and security and are tailored to the needs of users.
However, at the regional level, stakeholders (i.e. users, providers, policy makers) are often not aware about the potential benefits of the services Europe's Monitoring for Environment and Security (GMES) initiative can provide; yet Europe’s ca. 350 regions represent a large reservoir of potential GMES users where GMES services can add value to existing services. Refining data, products and services from global GMES services in the various domains (i.e. land, marine, atmosphere, emergency response, security and climate change), GMES downstream services may be customised to individual user needs, many of which are to be found at the regional level.
Main objectives
In support of bringing GMES to the regional level and closer to the individual needs of European citizens, the Coordination Action DORIS_Net aims to establish a network linking European regional and local authorities, service providers and other GMES stakeholders on regional, national and European level. Deeply rooted in the regions, “Regional Contact Offices” (RCOs) will be established in the partner regions as part of a European GMES Downstream Service Platform - the heart of DORIS_Net. All regions in the DORIS_Net project are members of NEREUS (Network of European Regions Using Space Technologies) and it was the first project which was fully mobilised on the NEREUS-platform from its first concept idea to the project implementation. Because of this close link, DORIS_Net receives full support from NEREUS, as the NEREUS Flagship project.
The project name DORIS_Net (Downstream Observatory organised by Regions active In Space - Network) signals a fully user led approach for the establishment of a network linking European regional and local authorities, service providers and other GMES stakeholders on regional, national and European level. European Regions represent a large reservoir of new GMES users where GMES services add value to their existing services. All regions in the DORIS_Net project are members of NEREUS (Network of European Regions Using Space Technologies) and DORIS_Net is specified, designed and implemented by the Regions themselves.
The Downstream Observatory facilitates links between both regional and European level GMES stakeholders. The regional users and service providers are supported by dedicated interfaces as well as a network of Regional GMES Contact Offices (RCOs) which create the European GMES Downstream Service Platform - the heart of DORIS_Net. This Platform allows more effective coordination of individual activities both within and between the regions of Europe and European GMES governance which is vital for growth in the downstream service sector. The Platform is tested and verified by a nucleus of European pilot regions already involved in GMES services.

The DORIS_Net partnership concept
DORIS_Net starts with a nucleus of 12 pilot regions working together to set up the “European GMES Downstream Service Platform”. The functions incorporated in this Platform are then tested in the first pilot run within this project laying the foundations to expand the network gradually to incorporate more and more European regions in a systematic approach to support them in implementing the GMES downstream service portfolio in the most suitable way. In addition to the 12 regions of the consortium, DORIS_Net involves initially seven Outreach Regions (Latvia, Estonia, Ireland, Hungary, Finland, Madeira/ Portugal and Provence Cote d' Azur) which are “tutored” in implementing the DORIS_Net methodology.
Furthermore, full support from NEREUS, as well as the involvement of all major European networks focusing on regional aspects including ERRIN, AER, EARSC, EURISY and the Committee of the Regions in the Advisory Board and dissemination activities strengthens the impact of DORIS_Net on the GMES downstream service sector.
DORIS_Net is coordinated with the FP7 parallel project GRAAL (GMES & Regions: Awareness and Access Link).
Presentation at european conferences
The DORIS_Net project has been presented at various european conferences. The last conference took place from 12-13 May in Budapest. There the European Commission, supported by the Hungarian EU Presidency, organised an international Conference on Space Research to provide the opportunity for Community financed research consortia to present their achievements from first years of space research under FP7. A new brochure summarising all Space research funded under FP7 > European Journey" was also published by the Commission (DG ENTR) at this event.
